			<content:encoded><![CDATA[After a decade of waiting, Indonesia finally saw on Tuesday the birth of the interdepartmental National Antiterror Agency (BNPT), which wields greater authority than the National Police’s Special Detachment 88 counterterrorism unit.<br />
<br />
Insp. Gen. (ret) Ansyaad Mbai, who was appointed chief of the agency, said the BNPT would have a wide range of authorities in the prevention and eradication of terrorism.<br />
<br />
“To make it effective, we need close cooperation with other institutions such as the military, the Religious Ministry, academic and other related parties,” Mbai told journalists after his swearing-in ceremony.<br />
<br />
Human rights activists have voiced concern that the new antiterrorism agency wields too much power and is reminiscent of the kind of state authority that the New Order regime used to quash government critics.<br />
<br />
Critics pointed to the unclear definition of “terror activities” and greater participation of the military in the antiterrorism movement as stipulated in the presidential regulation on the agency’s establishment, which they said might be used to intimidate innocent citizens.<br />
<br />
Under the new agency, the police will maintain their leading role in antiterrorism activities.<br />
<br />

But the case shows the dangers involved when two of Indonesia's greatest problems, terrorism and corruption, intersect.<br />
<br />
Prosecutors say a man involved in the first Bali bombings asked a rogue police officer who had turned to extremism to find weapons for the new cell.<br />
<br />
He, in turn, went to a dealer he knew from past ventures, and within months, a steady trickle of assault rifles, handguns and ammunition were being smuggled out of a police warehouse.<br />
<br />

A 40-year-old man wearing knockoff Ray-Ban Wayfarers and an Al Jazeera baseball cap shuffled along with a large cardboard box poked with holes tucked under his arm. A minor celebrity within the world of international jihad, Farihin Ibnu Ahmad, aka “Yasir,” was barely known outside of it. He was renowned for his violent pedigree, although few people other than militants would have recognized his broad, hangdog face. He sidled up to a plainclothes security officer and thrust the box toward him.<br />
<br />
For generations, Ibnu Ahmad's family has been part of an Islamist movement first opposing Western colonialism and later fighting for Indonesia to become an Islamic state. When he was 16, Ahmad's family offered him a choice: Did he want to be an Islamic teacher or a fighter? He chose to be a fighter, and in 1987 he shipped out to al Qaeda's Al-Sadda camp in the saw-toothed, snowy mountains on the border between Afghanistan and Pakistan, to fight in the jihad against the Soviets. He learned to build explosives and heard a couple of sermons given by Abdullah Azzam, the Palestinian preacher who served as Osama bin Laden's spiritual mentor. Azzam believed that every Muslim was duty bound to fight or pay for global jihad until the holy lands of Islam were restored to their former glory. He preached that Islam's future lay in reviving its ideal, seventh-century past by whatever means necessary.<br />
When Ibnu Ahmad returned to Indonesia in the '90s, he brought with him a bloody, millennarian worldview intended to overthrow the secular government, and a network of contacts. In Jakarta, the nation's buzzing capital, he became one of Jemaah Islamiyah's most ardent deputies. In 1996, when Khalid Sheikh Mohammed, one of the architects of the 9/11 attacks, visited Jakarta, Ibnu Ahmad served as his tour guide. He did the personal bidding of Hambali (aka Riduan bin Isomuddin, known as al Qaeda's kingpin in Southeast Asia), and he helped plan an attack on the American embassy in Jakarta.<br />

According to North Sumatra Police, at least 16 men arrived on eight motorbikes and left with Rp 400 million ($44,612) in cash. <br />

National Police spokesman Brig. Gen. Iskandar Hasan said photos taken by witnesses and footage from the CIMB Niaga bank branch’s CCTV cameras showed that the perpetrators were armed with M16s, AK47s and handguns. <br />
<br />
“We have not made any conclusions yet as to who the perpetrators are, including whether they were former Free Aceh Movement [GAM] members. Please be patient. God willing, we will unravel this case in the near future,” he said, adding that police were also investigating former convicted bank robbers. <br />
<br />
Security expert Noor Huda Ismail told the Jakarta Globe that the robbers might have links to radical groups or the military. <br />
<br />
“Judging from the way they carried out the heist in such an efficient way, saving time and using hand signals to coordinate their movements, it shows that they are professional. They could be former or active members of the police or military or remnants of GAM,” Noor said. <br />
<br />
But Noor also noted similarities in the crew’s modus operandi with a high-profile militant. “The robbers remind me of Toni Togar, also known as Indra Warwan, who robbed a bank with his group in 2003. They did it with hand signals, very professional,” Noor Huda said. <br />
<br />
Terrorist groups in Indonesia have been known to stage bank robberies as a way to raise funds. <br />
<br />
Toni Togar, who is believed to have ties with Jemaah Islamiyah, was convicted in a string of church bombings in Medan in 2000. He also robbed a Medan bank of Rp 100 million ($11,100) in 2003. He was sentenced to 10 years in prison for the crime and is still behind bars. <br />

Al Chaidar, a terrorism expert from Malikussaleh Lhokseumawe University in Central Aceh, said there was a possibility that the heist was connected to the JI terror network, which has been linked to a paramilitary training camp in the Aceh mountains. The expert said that the robbers used tactics and weaponry similar to JI. “They used the same pattern during an ambush or an assault. The latest bank heist at a CIMB Niaga bank, also at noon, involved at least 12 men who were armed with AK-47 guns. North Sumatra Police Chief Insp. Gen. Oegroseno said that the robbers appeared to be well-trained and may have possibly held up other banks previously.<br />
<br />
Security expert Noor Huda Ismail told the Jakarta Globe that the robbers may have links to radical groups or the military.<br />
<br />
“Judging from the way they carried the heist in an efficient way, saving time and using hand signals to coordinate their movements, it shows that they are professional. They could be former or active members of the police or military or remnants of the Free Aceh Movement [GAM],” Noor Huda said.<br />
<br />
According to Noor Huda, there are former members of GAM who are disappointed with Irwandi Yusuf, the current governor of Aceh province who himself was a former member of GAM's civilian leadership.<br />
<br />
“There are former GAM members who disagree with Irwandi's political decisions and they have strong cells in Medan. However, I won't rule out the possibility that they could be linked to Abu Tholut,” Noor Huda said.<br />
<br />
Abu Tholut, a former regional commander of regional terrorist group Jemaah Islamiyah, is believed to be connected to the Aceh terrorist group. He is still at large.<br />
<br />
“The robbers [at CIMB Niaga] remind me of Toni Togar, also known as Indra Warwan, who robbed a bank with his group in 2003. They did it with hand signals, very professional,” Noor Huda said.<br />
